Solana Beach to consider EDCO rate increases

The Solana Beach City Council will decide April 9 on whether to proceed with Proposition 218 noticing and voting requirements for a proposed solid waste rate increase scheduled for July 1.
The proposed rate is $31.60 for the standard 96-gallon cart, an increase from $30.67, according to city staff. The commercial rate for three-yard bin picked up once per week would increase to $137.93, up from $133.89.
Under the city’s franchise agreement with EDCO, EDCO can pursue a yearly rate review based on changes in the consumer price index and tipping fee. The Regional Solid Waste Association regulates the tipping fee for Solana Beach and other member agencies.
“Residential and commercial customers will receive notification through the mail on the proposed rate increases and will have a chance to submit a protest vote if they oppose,” according to a city staff report. “The vote outcome will be revealed during the Public Hearing at the City Council meeting on June 18, 2025.”
According to city staff, there was a consumer price index increase of 3.12% from the second half of 2023 to the second half of 2024, as well as a 3.42% increase in the tipping fee from $55.69 per ton to $57.59.
The Proposition 218 noticing is paid for by customers, according to city staff, and will appear on their bills.
