The Solana Beach City Council has set a June 18 date for a solid waste rate review public hearing protest vote, following a request by EDCO to raise rates.
The council voted to proceed with the public hearing on April 9, as part of the agenda’s consent calendar.
The current rate of $30.67 would be increased to a proposed rate of $31.60 for the standard 96-gallon cart, according to city staff. The commercial rate for a three-yard bin picked up once per week would increase from $133.89 to $137.93.
EDCO is allowed to request a yearly rate review based on changes in the consumer price index and tipping fee, based on the franchise agreement it has with the city. From the second half of 2023 to the second half of 2024, the CPI has risen 3.12% and the tipping fee increased 3.42%, according to city staff.
The Regional Solid Waste Association regulates the tipping fee for Solana Beach and other member agencies.
“Residential and commercial customers will receive notification through the mail on the proposed rate increases and will have a chance to submit a protest vote if they oppose,” according to a city staff report. “The vote outcome will be revealed during the Public Hearing at the City Council meeting on June 18, 2025.”
The cost of the Proposition 218 noticing process is paid for by customers and will appear on their bills.
